To reform means to improve a system, organization, or law by making changes to it. It can also refer to the process of an individual changing their behavior to become a better person, often after a period of misconduct.
Think of 'RE' (again) + 'FORM' (shape). To reform is to shape something again to make it better.
I need to reform my computer. → I need to repair my computer.
The reform to the government was violent. → The revolution against the government was violent.
