When 'maksma' means 'to pay', the thing being paid for is in the illative case (-sse/-le). The amount paid is in the nominative case.

Ma maksan arvele. (I pay for the bill.)

When 'maksma' means 'to cost', the thing costing is in the nominative case. The amount it costs is also in the nominative case.

See raamat maksab kümme eurot. (This book costs ten euros.)

The person paying is in the nominative case.

When asking 'How much does it cost?', use 'Kui palju see maksab?'
