While brainstorming is common, the final 'απόφαση' is usually taken by the highest-ranking person. Greeks can spend hours debating a decision (like where to go for coffee) without actually 'taking' one. This is part of the social experience. The term 'απόφαση' is also the official word for a court verdict. In news, you'll hear 'Η απόφαση του δικαστηρίου'.
