No, ຂ້ານ້ອຍ (Kha-noy) is widely used in Vientiane and by polite speakers to show humility to anyone of higher status or age.
You can, but it might sound like you are being sarcastic or that you are mad at them. It's better to use 'der' or 'no'.
'Chao' is polite agreement (like 'yes'), while 'doe' is more deferential (like 'yes, sir').
