Was/were + -ing distances a request from the present moment, making it feel less intrusive:

  • We were hoping you might reconsider the proposal.
  • I was thinking we could meet on Thursday.
The past continuous frames the thought as already in motion — not a new demand on the listener.
## Past Perfect — Unfulfilled Expectation or Regret
Had + past participle signals that something was expected but did not happen:
  • I had hoped she would be more cooperative. (she was not)
