Messing up the dishes is a metaphor for failing as a host or guest. In modern Tehran, this phrase is often shortened or combined with other verbs to express frustration with the city's chaotic traffic or bureaucracy. While an informal idiom, the concept of 'disarray' (parakandegi) is a major theme in Persian poetry, often contrasted with 'unity' (yek-parchegi).
