Listening is a core part of 'Janteloven' (the Law of Jante) in a positive sense—no one is so important that they don't need to listen to others. In American business culture, 'taking time' is often seen as a luxury, whereas in Norway, it is seen as a prerequisite for efficiency. Listening involves 'Aizuchi' (frequent nodding and verbal cues), which is the physical way to show you are 'taking time to listen'. In Sami traditions, listening to nature and elders is a fundamental way of life, often involving long periods of silence.
