Grammar Rule in 30 Seconds

Use the s-passive to report rumors or facts without naming a source, like 'it is said' or 'he is rumored to'.

The 'Att' Rule

If the sentence starts with 'Det', you almost always need 'att'. If it starts with a person (Han/Hon), you almost never use 'att'.
