In Georgian polyphonic singing, the 'high voice' (moqivani) is often the one that carries the melody over the bass. Being 'khmamaghla' is a musical necessity. Tbilisi is a noisy city with lots of traffic. People often have to shout to be heard on the street. It's not considered aggressive. In Georgian schools, 'khmamaghla' is the standard prompt for students to recite poems, which is a big part of the curriculum.
