00:00

When a trash can gets full and  there’s a government shutdown,

00:03

people don’t stop throwing stuff on top of it.

00:06

But I did manage to pick up a couple  truckloads of trash before I was told:

00:10

“Don’t do it anymore.”

00:11

People were not even able to volunteer  during the government shutdown.

00:15

"Stop the shutdown, stop the shutdown!"

00:17

The US is the only country in the world where the government can actually shut down.

00:23

And the threat looms nearly every year.

00:25

"Seven days until shut down—"

00:26

"Four days—"

00:27

"T-minus six days—"

00:28

"Five days—"

00:29

"Government shutdown at midnight tonight."

00:31

I just feel my gut in my  chest - like, ugh, not again.

00:35

So, why does the US even shut down?

00:39

And what happens when it does?

00:42

“You travel 3,500 miles to America  and find that they shut down!”

00:49

Every government in the world  has to do the same thing:

00:52

decide how to spend the country’s money.

00:55

In the US, they do that by passing spending bills,

00:58

called appropriations bills,

01:00

that give these federal agencies their budgets.

01:03

It happens every year — or every fiscal year.

01:06

Japan is April 1st.

01:08

In Kenya, it's July 1st.

01:10

In the US, it’s October 1st.

01:12

And if the government misses that deadline...

01:15

The budget wasn't passed.

01:16

We have no money.

01:17

And then, "Oh, you have to come to work anyway."

01:19

Just not getting paid.
