While 'to grant a license' involves permission, يرخص (yurakhkhis) is specifically about official, often government or regulatory, permission in the form of a license. If you mean to simply permit or allow something in a general sense, there are other verbs.

يسمح (yasmaḥ): To permit, to allow (more general).
يجيز (yujeez): To permit, to authorize (can be official but often less formal than a 'license').
