Use {关于|guānyú} or {有关|yǒuguān} to introduce a topic, usually placed at the start of a sentence or before a noun.

关于 (guānyú) e 有关 (yǒuguān).关于 funciona como um 'marcador de tópico', ele abre a discussão, enquanto o 有关 indica uma conexão direta, um vínculo entre duas coisas.关于 é como quando dizemos 'Quanto a...' ou 'Em relação a...', e o 有关 é o nosso 'relacionado a' ou 'tem a ver com'. Dominar essa diferença logo no início é o que separa quem fala 'chinês de turista' de quem realmente entende a lógica da língua. 关于 (guānyú): Pense nele como um 'título de capítulo'. Quando você começa uma frase com关于, você está dizendo: 'Ei, prestem atenção, o assunto principal de agora em diante é este'. É o que chamamos de 'frame-setter' (definidor de moldura). Se você diz关于这个电影，我觉得很好看(Sobre este filme, eu acho muito legal), você colocou o 'filme' como o tópico central. Em português, o equivalente gramatical seria uma locução prepositiva de abertura, como 'No que diz respeito a...' ou 'Quanto a...'. É uma forma de organizar o pensamento antes de soltar o verbo.

有关 (yǒuguān): Já este termo tem uma função de 'adjetivo' ou 'verbo de ligação'. Ele significa literalmente 'ter relação'. Se o关于é o título do capítulo, o有关é a nota de rodapé que explica a conexão. Quando dizemos有关健康的建议(sugestões relacionadas à saúde), o有关está grudando a 'saúde' nas 'sugestões'. Em português, usamos o particípio 'relacionado a' ou a expressão 'que tem a ver com'. A grande diferença aqui é que有关quase sempre precisa da partícula的 (de)para modificar um substantivo, o que é um padrão muito comum em chinês que não temos exatamente igual no português, já que não temos uma partícula equivalente que liga modificadores a substantivos dessa forma.

Se você está em uma livraria e quer um livro sobre culinária, você não diria 'sobre culinária' no sentido de tópico de conversa, mas sim 'relacionado à culinária'. Então você diria 有关烹饪的书 (livro relacionado à culinária).有关 também é usado quando você quer afirmar que algo tem uma relação direta com outra coisa, usando o padrão 跟...有关.
